This may have been an error by the person writing up the application, or it may be a transcription error (ancestry only has an index, not the original forms.) It is worth noting, however, that his birth place is recorded as "Bockel, Federal Republic of Germany".
This seems to be the same person as Henry J. Rastedt, living in Mason City in 1930. His wife was named Helen, and he had a son named Fred B. Henry J. worked as a janitor for the railroad. In 1940 "Henry Rested", age 76, was still living in Mason City, with his wife Ella, son Fred, and daughter-in-law Ida.
